Singapore announces eight additional occupations for the NTS list

On 3 March 2026, Singapore’s Ministry of Manpower announced that eight additional occupations in food services, social services and air transportation would join the Non-Traditional Source Occupation List from September 2026. The factsheet retains an 8% NTS sub-Dependency Ratio Ceiling and a fixed monthly salary of at least SGD2,000 for workers employed under the list.

The announcement concerns a specified Work Permit mechanism. It should not be interpreted as a general opening of all jobs to recruitment from all source countries or as a change to the Employment Pass and S Pass routes. Employers need to examine the particular occupation and the conditions attached to the list.

Check the job before the recruitment channel This editor recommends beginning with the role’s actual duties and the employer’s sector. A familiar job title in an advertisement may not establish that the occupation falls within the eligible list. The organisation should record how it maps the proposed role to the official occupation and which information supports that conclusion.

Only after that assessment should recruitment teams consider the practical hiring channel. This sequence helps prevent a commercial staffing proposal from being treated as evidence of immigration eligibility. It also gives HR a clearer basis for explaining what can be offered to the candidate.

Keep quota and remuneration together The retained sub-quota and salary condition make workforce planning part of the eligibility review. The business should identify who monitors its available quota and who checks that the proposed salary meets the applicable requirement. A vacancy and an eligible occupation do not by themselves establish that the employer can complete the hire.

Reward teams can use the review to ensure that offer documents describe the fixed salary consistently. They should distinguish that amount from other elements of compensation rather than assume that a headline total package answers the immigration salary question. Internal approval should reflect the arrangement the employer intends to administer.

Plan around the announced date September 2026 is the announced extension timing in the source. Recruitment preparation should distinguish that date from the date of the ministry’s announcement and from the point at which an individual application can proceed under operational requirements.

A dated hiring record should bring together occupation eligibility, quota availability, salary and the relevant permission process. That record gives the business a practical basis for coordinating recruitment, onboarding and benefits administration without turning a targeted occupation-list change into a promise of unrestricted access to foreign labour.
