The IRS’s May 2025 official bulletin sets out health savings account and high-deductible health plan parameters for 2026. For benefits and payroll teams, the immediate task is to label each figure correctly. Contribution ceilings, minimum deductibles and maximum out-of-pocket expenses describe different controls in a qualifying arrangement.
Read the dated development
The HSA contribution limits are USD4,400 for self-only coverage and USD8,750 for family coverage. HDHP minimum deductibles are USD1,700 and USD3,400; maximum out-of-pocket expenses are USD8,500 and USD17,000 respectively, excluding premiums. These annual figures do not by themselves establish an employee’s HSA eligibility.
A renewal document may contain several limits without explaining their relationship. That can cause employees to mistake a contribution ceiling for the amount they must spend before the plan pays, or to assume premiums count towards the stated out-of-pocket maximum. Communication should preserve the statutory label beside the value rather than rely on a generic annual-limit heading.
Apply it to employer decisions
This editor recommends reviewing payroll settings, enrolment materials and plan specifications together. Confirm that self-only and family figures match across systems and that eligibility checks remain separate. The employee-facing explanation should identify what each number controls and whom to contact when the recorded coverage category is wrong.
A multinational benefits or mobility programme needs an accountable owner for this review. The local team should explain how the development affects its own arrangements, while the group team checks that its policy summary uses the same assumptions. A dated record makes future corrections easier and helps employees understand which information applies to their situation.
Keep a usable implementation record
Retain the original procedure and the plan-year version used for implementation. Check applicable eligibility and contribution conditions before accepting an election. Annual parameters are a useful starting point for administration; they should support a documented plan configuration rather than replace the rest of the compliance review.
