Willis in September 2026 appointed Gerard Owens as head of captive and insurance management solutions for Ireland, effective November 1, 2026, succeeding Trevor Madden.
Madden’s move was announced earlier this week as he transitions to lead Willis’ captive and insurance management solutions business in Singapore. Owens brings more than 25 years of experience in insurance and reinsurance, with deep expertise in captive management, financial and regulatory reporting, risk management, compliance and business development.
Owens has spent 17 years with Willis’ management team in Dublin, having held senior positions since 2017. He has led teams overseeing captive insurers and reinsurers operating in Ireland and has worked extensively with organizations on establishing, expanding and optimizing captive insurance programs. He also sits on the board of Willis’ Irish captive practice and holds other regulated directorship positions.
Peter Carter, global head of captive and insurance management solutions, said Ireland remains integral to Willis’ captive practice in Western Europe, underpinned by a strong domicile presence built through an experienced team. He noted that Owens’ deep knowledge of the business and clients would ensure a seamless leadership transition.
Owens will report to Elizabeth Carbonaro, managing director for captive and insurance management solutions, Europe & Great Britain. The appointment signals continued investment in leadership as Willis strengthens its captive management capabilities across key European domiciles.
