The Student provisions concern nationals or citizens of Afghanistan, Cameroon, Myanmar and Sudan. The Skilled Worker provision concerns nationals or citizens of Afghanistan. Applications made before commencement are subject to the stated transitional treatment. The scope matters. The text should not be described as a prohibition on every visa
