Ex-Marsh Captive Chief Charnley Joins RRC Board After Altaline Investment
Former Marsh Captive Solutions president Ellen Charnley and ex-WTW CEO John Haley in September 2026 joined the board of Risk & Regulatory Consulting (RRC) following a new investment from Altaline Capital Management.
RRC has supported US state insurance departments for nearly 40 years, employing close to 160 professionals who serve 44 states and jurisdictions. Its services cover financial and IT examinations, market conduct reviews, actuarial support, insolvency and receivership work, and investment analysis. Following the Altaline investment, RRC’s leadership and service offerings will remain unchanged, with LeeAnne Creevy and Tricia Matson continuing as co-CEOs.
Charnley and Haley join the board alongside Altaline’s Sebastian O’Neill and Rafael Telahun, both recruited through the firm’s Executive Network, which connects portfolio companies with experienced executives from adjacent markets. Charnley led Marsh Captive Solutions for seven years through 2024 and brings nearly three decades of captive insurance expertise; she also joined Luzern Risk’s advisory board earlier this year.
Altaline plans to help RRC expand its bench of credentialed actuaries and specialists to meet rising regulatory demand, particularly around fronting and captive structures. The firm will also roll out broad-based employee ownership and a technical talent apprenticeship program at RRC, aiming to build capacity for the next generation of actuarial and regulatory expertise.
As regulators face growing complexity from alternative risk structures, RRC’s expanded resources could position it as a key partner in shaping how states oversee this evolving market.
