ECIROA appoints Harald Schuster for a phased leadership transition
The succession provides an opportunity for captive owners to define practical priorities for education and representation
In October 2026, ECIROA announced Harald J.A. Schuster’s appointment as executive manager, effective from 1 October, according to Captive International’s report of 23 October. He will work alongside Günther Dröse through the European Captive Forum 2027, with the subsequent full handover subject to final board confirmation.
The transition concerns the association’s advocacy, education and networking work. It does not establish a new employee-benefits captive strategy or a change in the treatment of any particular risk. Its practical relevance is the opportunity for captive owners to identify what they need from those activities.
Bring concrete benefits questions to the discussion
Owners could ask for education that clarifies responsibilities among captives, fronting insurers, benefits networks and local employers. Another useful topic would be how boards obtain enough claims information for oversight while limiting access to individual employees’ health data. These are editorial suggestions for member discussion, not an agenda attributed to ECIROA.
Association material should help a company ask better questions. It cannot replace an assessment of the company’s own programme, jurisdiction and risk appetite. At a captive company, independent non-executive directors can use that material to challenge management’s evidence, retained responsibilities and handling of conflicts before approving a benefits proposal.
A focused exchange during the transition could identify which requests are already being addressed, the owner of an outstanding question and when it will next be reviewed. Any proposed editorial or educational collaboration should define its audience and factual review arrangements before commitments are made.
The appointment is a succession announcement, with an opportunity for practical member engagement. Benefits professionals can contribute by specifying the decisions that need better evidence. The substance to assess will be the resulting work and its usefulness to owners, while the final transfer of responsibilities remains conditional as described in the report.
