Poland EU Blue Card reform introduces new mobility distinctions

Poland’s Office for Foreigners announced EU Blue Card framework changes on 27 May 2025, with principal changes beginning on 1 June. For employers transferring highly qualified employees, the development required a fresh look at the actual immigration route rather than an assumption that an existing card permitted any local employment.

The announcement described recognition of specified professional experience and provisions for short- and long-term mobility from other EU member states. It also identified a new residence-permit route for long-term mobility. Qualifications, employment contract, remuneration and health-insurance requirements remained relevant to the particular route.

A transfer can involve several different concepts: permission to reside, the basis for working locally and the steps required for a longer stay. Group mobility policies should make those distinctions understandable without promising a uniform process across all member states. The employee’s existing card is an important input, but it is not the complete local eligibility assessment.
