Singapore announces an AI and technology track for ONE Pass

Singapore’s Ministry of Manpower announced on 3 March 2026 that a new ONE Pass track for AI and technology talent would begin in January 2027 and replace Tech.Pass. The accompanying factsheet sets out company and individual criteria and allows qualifying remuneration to combine cash and specified non-cash components. Further details, including renewal criteria, are to follow.

The announcement describes a future route. It does not establish that an applicant can use it immediately in March 2026. Employers planning a recruitment or transfer before the launch need to assess the immigration route available for that timing separately.

Review the whole eligibility case This editor recommends assessing the prospective candidate and the relevant company against the published criteria as a complete case. A technology job title alone should not be used as evidence that the proposed route will apply. The organisation should identify which facts would support each condition and who can provide reliable documentation.

Where remuneration includes equity, the mobility and reward teams should agree how to describe the components and which information is needed for an eligibility assessment. A proposed package, an award document and evidence of remuneration are different records. The programme should not assume that any equity arrangement automatically meets the ministry’s criteria.

Separate permission from the offer Recruitment discussions can explain the proposed route while making clear that a future immigration application remains subject to the relevant conditions. The employer should distinguish the planned job, the remuneration commitment and the permission needed for the person to take up the role.

That separation also helps with contingency planning. If the anticipated route is unavailable or the candidate does not meet its requirements, HR needs to know which parts of the offer and assignment timetable require reconsideration. A future policy announcement should not be treated as approval for an individual hire.

Maintain a dated planning record The factsheet is part of a wider foreign-workforce announcement, but this track has its own scope and launch date. Employers should keep the source used for their assessment and note which points depend on later operational guidance.

For benefits teams, the opportunity is to coordinate immigration preparation with the proposed employment and reward arrangements. A successful planning process would make responsibilities and dependencies clear to the candidate and the business. The announcement itself does not demonstrate recruitment outcomes or remove the need to assess each case when the route opens.
